> * Ensure that DPI allows users to interact using pseudonyms instead of their real identities, where possible, to protect their privacy when there is no legal obligation that they have to identify themselves.
> * Implement technical safeguards to prevent—where there is no legal requirement to do so—the correlation of pseudonymous data with real identities to protect user privacy across different services and interactions.
