## Practices

> * Develop and fund programs that provide financial assistance or subsidies to low-income households to ensure they can access and use DPI services, such as internet access, digital IDs, and online platforms.
> * Invest in the development of digital infrastructure (e.g., internet connectivity, public digital access points) in rural and remote areas to bridge the digital divide and ensure that all communities have access to DPI.
> * Design system where core features can be used even in situations where there is no internet connectivity (such as through the use of Offline QR codes).
